PURPOSE OF THE INITIATIVE

Dr. David Mahalak, CEO of ALI Consulting

David started his career as a logistics analyst for the Department of Defense. While working as a government contractor he had the opportunity to work on high profile projects such as the Joint Light Tactical Vehicle (JLTV) and Automated Convoy Operations (ACO). Acting as the lead analyst for ACO, Dr. Mahalak was primarily responsible for the Analysis of Alternatives (AoA) and Cost-Benefit Analysis (C-BA). Over the course of his tenure, he had the opportunity to work alongside many active and non-active military personnel. Dr. Mahalak became very passionate about his futuristic, battle-changing work, as well as helping/mentoring military veterans.

In 2014, Dr. Mahalak moved back to Pennsylvania, pursued a Doctorate of Engineering in Engineering Management from George Washington University, and started ALI Consulting. Dr. Mahalak often thinks back to the people he met during his tenure in Ft. Lee, VA. Thus, he has made it his mission with this initiative to provide expertise to veteran-owned small businesses throughout Northeastern Pennsylvania (NEPA).

At ALI, we use a systematic methodology for process improvement initiatives:

Defining the problem

In this phase, ALI Consulting will work with key stakeholders to define and scope the project requirements. Estimated time to completion is 1-2 business days.

Measuring current operations

Once the project scope has been defined, ALI Consulting will rigorously review the current operations. During this review, ALI Consulting will compile qualitative and quantitative data for the utilization of resources (e.g. employees, equipment, etc.), waste that may exist (e.g. unnecessary movement of materials), warehouse design/layout, and general inspections (e.g. cleanliness, organization, rotated stock/obsolete stock, staging areas, quality of palletized products, etc.). Estimated time to completion is 2-5 business days.

Analyzing current operations

Once data has been compiled, ALI Consulting will scrub the data and identify root causes for the issues noted in the define the problem phase of the process improvement cycle. ALI Consulting will provide the Bottom Line Up Front (BLUF) Report which will highlight observations made, waste/non-value adding activities that may exist, and/or bottlenecks that are hindering the optimal process flow. Estimated time to completion is 3-5 business days.

Improving workflow operations

In this stage, ALI Consulting will brainstorm ideas to improve workflow operations within the organization. This may consist of developing a systematic workflow for employees and equipment to ensure maximum utilizations, and/or the development of software. ALI Consulting will provide mentoring throughout this process to ensure that the stakeholders understand and are comfortable with the proposed changes, as well as integrate their ideas for improvement into the initiative.

Controlling improved operations

Once a path forward for improvement has been determined, ALI Consulting will mentor the organization as they transition from current to improved operations. ALI Consulting will provide guidance to how and why changes were made, and ensure that employees follow the processes set in place.

Rough Timeline Estimate


Most process improvement initiatives will range from 2-6 weeks (start-to-finish), depending on availability. Note that ALI Consulting will be taking a mentoring role in steps 4 and 5 of the systematic methodology. The main objective of this initiative is for ALI Consulting to provide an objective evaluation of your business, and identify areas that can be improved to increase the efficiency and effectiveness of operations at your organization.

The total costs that your organization will incur for this initiative is $0.00. Should you require additional services after the final deliverable (i.e. the BLUF Report), then a statement of work would be provided.
